Beloved misguided poster Donkey went on and on about the corrupt City of Bell leaders who stole millions. He came up with some weird words for each letter and shortened it to RAGWUS.

In reality, Ulysses Uhaul, my boss in the rental yard, researched the ancient scrolls with Teddy and found RAGWUS was short for Ragwanettus, son of Beowolf and third cousin to Caligia. He founded the Ragwahnetti, the original Roman bureaucrat pikers who skimmed off the top most anything dealing with finances in Rome.
