Contrary to much reporting, the bill does not set a minimum salary for H-1B workers. It raises the minimum threshold for classifying the H-1B worker as an “Exempt H-1B Nonimmigrant.”

The political calculation here is that after the outrage over Disney and Southern California, the public expects Congress to do something. Buy offering a do nothing bill, Issa can hope to please the public with misleading statements on what it does and his lobbyist and lawyer masters who want to be able to replace Americans with cheap foreign workers.
