The only way to solve this mess is to put a cap on the amount of money municipalities pay into this Ponzi scheme.  The cap should be assessed as a percentage of revenue that is reasonably affordable and let Calpers fix the mess it caused.  Calpers fraudulently seduced legislators into believing that the fund had substantial reserves that could support the lavish pensions and now ask for bailouts, getting the state and municipalities in immense debt.  I think indictments are in order.]]></description>
