The new cap and trade legislation will supposedly cost 20-25 Billion dollars annually.  That&#039;s $1500 per household and the inland valleys and rural areas will be hit hardest with rising electricity and fuel costs.  Environmentalists have complained about AB32 because it was too easy to hit the emission targets.  Perhaps there is enough pain in this new legislation that citizens will feel it. Given that we still insist on &quot;winner take all&quot; single rep district elections (unlike many countries in the world), Gerrymandering gives the minority party a roughly representative number of the state legislative positions.

Let&#039;s assume that instead of Gerrymandering, we had &quot;fair&quot; districts drawn -- seeking a balanced diversity in each district.  

Looking at the 2016 Presidential CA vote totals, 63.8% of the voters voted for the Democrat or liberal third party candidates. The remaining 36.1% voted for Republican or the Libertarian Party candidate.

If each district were drawn &quot;fairly,&quot; than each district would have about a 64% liberal majority.  It&#039;s quite likely that in this case the result would be that (like Venezuela) 100% of the elected district representatives would be Democrats!!

Is that &quot;representative Democracy?  I think not.  Better to Gerrymander so that libertarians and conservatives have some representation in the state legislative houses.

Yeah, it probably would not be 100% due to local demographics.  But it WOULD likely be an 80-20 split favoring Democrats -- again, not a fair representation of the electorate.

That being said, I have a better solution to suggest -- proportional representation in at least one state legislature.  If the voters vote 36% for Republicans, the Republicans get 36% of the legislative seats.  This is a technique used by a number of other countries, and it is far more fair than our single representative district elections.]]></description>

Maybe Governor Brown and Schwarzenegger can explain the climate change that caused the meltdown and produced many of our National Parks such as Yosemite and the Grand Canyon.]]></description>
