					<description><![CDATA[I grew up on California but currently live in Maryland.  When I left the golden state, the balance of power was not as solid one party as it is now but in Maryland, it&#039;s been solidly Democratic for decades.  The previous governor, Martin O&#039;Malley, passed a number of tax and fee increases including, a millionaires tax, an increase in fuel taxes, big increases in tolls, a surcharge on electric bills to pay for offshore wind (that hasn&#039;t been built yet) and even a tax on non-permeable surfaces dubbed the rain tax to manage storm water run-off.  Does any of this sound familiar?  His Lt. Governor ran to become his replacement (Democrats outnumber Republicans by 2:1)  but he got defeated by a Republican county executive.  
The recent California fuel taxes coupled with cap and trade legislation will likely hit the poor and middle class particularly hard.  I suspect the direct fuel and energy costs alone will likely add $500 per household to the annual cost of living in golden state. Indirect costs will make the burden even heavier. With 40% of California residents in poverty or near poverty according to an editorial by Dan Walter last Sunday in the Sac Bee, Browns legacy legislation will be a heavy burden to bear by the next Democratic gubernatorial candidate.]]></description>
