I wonder how much of the Local Funding Formula money was handed out to teachers in poor performing communities for raises. I also wonder if the additional money resulted in many new, more competent teachers. The LA Times article did state that the turnover in poor schools was ~30% over a 2 year evaluation period. It did not say however if the low performance teachers were the ones that left.
