					<description><![CDATA[Um, I hate to spoil anyone&#039;s day, but this should not have come as a surprise to anyone.  It is a predictable outcome of a: a) very badly-written law and/or b) very bad law.

Those of us who opposed this law predicted that the Black Market would benefit from it.  Some of us were of the opinion that this is where the bog money to get it passed came from.  

If we want Marijuana legalized in a sensible fashion, it should be done as follows:  No marijuana growing outside agricultural zones, all marijuana be regulated by the FDA, medical marijuana be handled like a pharmaceutical, food-grade marijuana like a foodstuff, recreational marijuana like tobacco, and keep the marijuana tax low enough that nobody will want to bother with the Black Market. 

If we did it that way, instead of what we have now, everybody but the criminals could have what they want for a price they can afford and government would enjoy new revenue.]]></description>
