Yes, perhaps. But this is a response to Sacramento now funding less that 15% of UC – the STATE university. All these foreign students pay huge fees and tuition balancing the budget. Plus they do bring diversity to campus. Before that influx 90+% of Berkeley undergrads were from California

There have been huge increases in enrollment of out of state and international students and huge decline in enrollment of the State’s top 12.5% of students that are “guaranteed” and “Appropriate” seat at a UC. 80% of the International students are from Asia and the Middle East. 61% of those come from one country The Peoples Republic of China.
