LA Times had two stories that reflect the imbalances that have built up on the supply and demand side. The first was on rat infestation of city hall leading to rat and flea borne diseases showing up in people who work there.
The legislature is so desperate to do 'something' that they will pass just about anything....Meanwhile rent control continues to be the most stupid possible 'solution', one that actually makes the problem worse. If you don't get at the root of the problem you will never solve it. We have a housing shortage so we need more housing units, which means relaxing some of the development killing regulations that make it so difficult and expensive to build in this state. That doesn't mean usurping local control over zoning, it means encouraging builders to build. Rent control does the opposite, it makes builders less likely to build if they feel they can't earn an adequate return on capital. Just look at the places with the highest rents, and they are usually 'rent controlled'...Also, rent control really distorts behavior, just look at what happens in NYC...
