The longtime Republican minority leader died in 1969.

But whoever said it, the saying comes to mind as California’s supposedly high-speed rail project now is projected to cost another $1 billion for the key Fresno-to-Bakersfield segment. The new estimate boosts that price by 15 percent in just three years. Talk about inflation.

It’s a typical government program, costing way more than initially advertised.
