					<description><![CDATA[The reason why bilingual education would be helpful in this circumstance is the number of young children who have immigrated into the US. Without them becoming proficient in their native language, we cannot expected them to become proficient in a second language. This is simply the way that linguistics works. Previously, the majority of immigrants in the US were adults who had fluency in their native language. However, this is not the case in our current immigrant population. Also, we seem to discredit that bilingual children naturally have the potential to have a higher intelligence when they have proficiency in more than one language. While I agree that we must make sure we are providing enough English education (at least our own bastard US form of it), one of the best ways to do this with children is through both assimilation and bilingual education. While these students may be speaking proficient English currently, these same students are lacking in basic English writing skills because they lack the grammar and syntax skills of their native language. 
There needs to be a healthy dose of both. In immersion schools (we have some for Spanish, Japanese and Mandarin) primary school students are gaining proficiency in their immerse language while skills attaining their needed skills in their native language. I say native language because I have seen American, Spanish and Mandarin children within these schools.
Many refugee programs have been able to attain this on a smaller scale. While they are providing simple English immersion to the adults, there is duel education for the children. These are generally held in the form of instructor-student teaching, where both parties are interacting in the form of code switching. Between this and direct instruction, young children are able to not only speak English but they are developing sytnax and writing skills for both languages (bilingual writing, grammar explanations). 
The problem with this is that it needs to be done right. It needs to be looked after by someone with a background in education. The unfortunate thing though is that this is not the case. In California, politicians and business people with no educational background run the system that is suppose to teach our children.]]></description>
