We have (per student)educational spending that is near the top, and schools that are near the worst. When there is forced unionism for teachers and a state monopoly on education, it’s just status-quo. Given the political power situation, it’s not going to happen. Maybe in a future CA? Don’t hold your breath.

You don’t like it that the little people rose up for freedom from possible legal,indiscriminate, oppressive government search and seizures in hopes of finding little brown people for cold and dank boxcar rides south of some border.
