Nobody claims all is well with California education, but DeVore admittedly cherry picked the data in the report to ignore such things as ACT/SAT score differentials between the states.  He also seems to have missed the data showing that Texas has shown many areas of decline in its education system for the past two decades, and has a long history of under reporting its dropout rate.
