1980’s (80,81,82);
Higher education (CC, CSU &UC)= 14% of budget
Prisons (CDCR)= 3% of budget. Salary for GED guard= $14K

2014-15 ($106B GF budget);
Higher education= $12B (12%)
Prisons= $10B+ (10%) Comp for GED guard= $200K+

Prison budget more than tripled, higher education budget declined by over 15%.

Man, I hate BEING RIGHT ALL THE TIME TEDDY!

That is an increase of over 2,300%. If it were at the rate of inflation it would have risen less than 90%.

The CA budget is a zero sum game, the money that used to go to supporting students in higher education now goes to GED educated prison guards.
