The more privately built housing, the less housing will cost, the more poverty will go down. All housing is not government Section 8 housing. The states with looser rules on construction -- Texas, Florida, etc. -- have lower poverty than states like California because the poor and middle class don&#039;t have to spend half their income on shelter.]]></description>
