This is a No Brainer, easy problem to Fix!, We Fully Fund it with Public Employee Retirement System Monies, they can keep the Huge and Vast Profits promised by this Fantastic Public Transportation project as Compensation for their Full Support for it.

I would think ALL PUBLIC EMPLOYEES and their Unions, would be piddling on the floor to get in on this lucrative Investment in California’s future.
