How about giving the surplus back to the beleaguered tax payers, taxpayers who pay the highest tax rates in the country?  Bwahhhaaaaaa!

When factor in the unfunded pension liabilities there is no surplus.

Either way, the Demoncrats will spend every penny of that surplus and more and then they will demand more and higher taxes.
