I’ve people openly use their cell phones next to a patrol car in the other lane at a stoplight and nothing happens. Same with the windshield wiper/headlight law. Next time it rains observe how many of the cars wont have their lights on but nobody gets pulled over. All these laws will be used randomly on hapless victims who are unlucky enough to encounter a cop who is having a bad day. Or possibly the patrol duty officer whipped the troops that day reminding the revenuers their pension fund is running low.
Passing laws no one obeys devalues overall respect for the ones that should and need to be enforced.
