CHiPS pass around stolen nude photos of suspects

chipsCalifornia has come a long way from the innocent days of the “CHiPS” TV series of more than 30 years ago, starring Larry Wilcox and the heartthrob of teenage girls of that time, Eric Estrada, as state motorcycle cops.

Here’s latest, from the Contra-Costa Times:

MARTINEZ — The California Highway Patrol officer accused of stealing nude photos from a DUI suspect’s phone told investigators that he and his fellow officers have been trading such images for years, in a practice that stretches from its Los Angeles office to his own Dublin station, according to court documents obtained by this newspaper Friday.

CHP Officer Sean Harrington, 35, of Martinez, also confessed to stealing explicit photos from the cellphone of a second Contra Costa County DUI suspect in August and forwarding those images to at least two CHP colleagues. The five-year CHP veteran called it a “game” among officers, according to an Oct. 14 search warrant affidavit.

Harrington told investigators he had done the same thing to female arrestees a “half dozen times in the last several years,” according to the court records, which included leering text messages between Harrington and his Dublin CHP colleague, Officer Robert Hazelwood.

Contra Costa County prosecutors are investigating and say the conduct of the officers — none of whom has been charged so far — could compromise any criminal cases in which they are witnesses.

It also makes you wonder about the intelligence of the officers hired nowadays as CHiPS. Didn’t they know that, if they could leer into the digital lives of suspects, somebody eventually also could uncover their digital leering?

This also is another reason to cheer the recent decision by Apple to automatically encrypt all the communications on its devices — and to reject the FBI’s objections about the action supposedly compromising national security. Wired wrote:

At issue is the improved iPhone encryption built into iOS 8. For the first time, all the important data on your phone—photos, messages, contacts, reminders, call history—are encrypted by default. Nobody but you can access the iPhone’s contents, unless your passcode is compromised, something you can make nearly impossible by changing your settings to replace your four-digit PIN with an alphanumeric password.

Rather than welcome this sea change, which makes consumers more secure, top law enforcement officials, including US Attorney General Eric Holder and FBI director James Comey, are leading a charge to maintain the insecure status quo. They warn that without the ability to crack the security on seized smartphones, police will be hamstrung in critical investigations. John Escalante, chief of detectives for Chicago’s police department, predicts the iPhone will become “the phone of choice for the pedophile.”

But what if the perverts are in the government?

    Ah come on. This crap happens a lot in most police departments. Don’t be naive. These idiots just happened to get caught. Haven’t you read the news about both the County of LA and the City of LA’s fire departments? A very high percentage of the new recruits are blood relations of either current or former firewhiners who worked for the same departments. University statisticians concluded that it would be statistically IMPOSSIBLE for that many relatives to be on the force without getting preferential treatment in the hiring process. The application process is fixed in public safety hiring. No wonder everytime I read about a firewhiner in the news the article says his dad was once a chief, captain, lieutenant, etc…. Now it’s all making sense. The LA Times just did an investigation on all this and exposed the corruption. EQUAL EMPLOYMENT OPPORTUNITY MY BUTT!!! So when this is the hiring process in public safety – what do you expect to happen? They are hiring morons with connections. Why do you think the standard education requirement is a GED/HS Degree??? SO DADDY CAN GET HIS PINHEAD HS GRAD SON A JOB THAT PAYS ABOUT $175000 IN COMPENSATION IN HIS FIRST YEAR OF HIRE!!! HAH! Think of all those people who are highly qualified WITH NO INSIDE CONNECTION TO GET ‘JUICED IN’ WHO GET REJECTED BY THE CITY AND COUNTY HUMAN RESOURCES DEPARTMENTS!!! HAH!       Collapse, sorry I wanted to follow in my fathers footsteps! That must be really odd for kids to have the same careers as their parents did. I mean what kids grow up and take over the family construction business,lawyers firm, become doctors like their parents or teachers or car dealers, really that must be odd! I knew from a very young age I wanted to serve on the Fire Dept and yes my father steered me in the right direction. I was preparing myself at an age where most have no clue what they want, I was taking fire tech classes while still in high school, CPR and first aid classes in the summers. I was a Fire dept explorer for 3 years as a teen and always kept a good GPA. Am I one of the GED guys your talking about? I have a College Degree to buddy.

        You’re missing the point, NTHEOC. Go read the LA Times article. Just because some kids want to follow in dad’s footsteps doesn’t mean that they are qualified to do so or that there aren’t MORE qualified applicants who get rejected because dad pulls strings for little Johnny. The testing process in LA for firefighter jobs were being RIGGED to favor those with inside connections. That’s not my opinion. That is a FACT that has been documented in the media. I don’t know whether your dad pulled strings for you, NTHEOC. Only you and dad would know that. But in the city and county of LA it happens quite often according to the documentation uncovered by the LA Times. And that’s wrong. Government jobs are BY LAW supposed to be EQUAL EMPLOYMENT OPPORTUNITY – not jobs where applicants get ‘juiced in’ based on who they know. Oh – and I thought you told us at one time that you dropped out of a UC university right before you got hired at the FD, NTHEOC? So now you claim to be a college grad?

          I attended CSUF and dropped out during my second year when I got hired. I was able to obtain my AS degree in fire tech prior to that. I think sons of FF’s are more prepared than most and that helps during the testing process. Sorry for the confusion.

And according to the media reports that’s exactly what happened in the City and County of Los Angeles. The entire process was rigged to get friends and relatives of current and former FF’s hired. It was a string pulling operation. That’s wrong. Public safety jobs are funded by the taxpayers. Everyone who applies should have an equal shot going in. But that isn’t the case in LA. And if it’s happening in LA there’s no doubt in my mind that it happens in many other departments. FF’s who use nepotism to get friends or relatives hired over more qualified applicants should go to jail. If it’s not a crime, it should be. IMO it’s no different than grand theft.

      Very few Fire Depts have that as their only education requirements. But good luck getting hired if that’s all you got! Show up and apply with that being all you have on a resume and let’s see how far you get. Probably going to end up with a thank you for your interest but good luck next time letter in the mail.

        Go look at the application announcements for VERY LARGE FD’s, NTHEOC. GED’s and HS Grads are allowed to participate in the selection process. IOW’s, a GED or HS grad meets the educational standard to become a firefighter at MANY urban departments that pay compensations of $175,000 or more after the 1st year of hire!!! hah. What other job that pays money like that allows a GED or HS grad to go through their employment screening process? NONE. Then, once hired, the FD pays for the recruit to go to FF school. I have argued forever that the FF job should require a MINIMUM 4 year degree from an accredited brick and mortar university to even test for a FF job. IMO the low educational standard is in place so that the FF’s can get their kids or friends hired without the hassle or expense of going to college. IMO it’s a scam. Nepotism has no place in government hiring practices. And anyone who uses nepotism to get a relative hired should go to jail. It is the same as stealing from more qualified applicants. In fact, it’s grand theft!!!

      If kids are on somebody’s lawn they have a right to tell them to get off. That’s the reason we pay taxes to build playgrounds. So the kids have a place to play other than in the streets or on privately owned property.     Mr. Seiler, why don’t you do a blog on the LA Times article about the crooked hiring process at both the LA City and County fire departments!!! In order to be hired as a firewhiner you need to get ‘juiced in’ with connections on the inside. An intelligent guy with a fire science degree, clean background, good physical condition hasn’t got a snowball’s chance in hell of getting hired for one of those $200000 comp a year jobs without an inside connection. Instead, a friggin’ GED or HS grad whose daddy happens to be a captain gets hired!!! We are turning into the damn former Soviet Union in more ways than one. I don’t even recognize my country anymore. There was a day when government jobs were truly EQUAL EMPLOYMENT OPPORTUNITY based on merit. NOT ANY MORE!!! THOSE FRIGGIN’ DAYS ARE GONE, GONE, GONE…….. 🙁

        If you don’t have an inside connection it’s a waste of time for a kid to take the police or fire test. If you were sired by somebody who wears a magic blue costume or yellow rubber pants you can be dumb as a rock and get a job in public safety.     I work for a large sheriff’s department and I remember fellow investigators watching porn on department computers in the presence of female employees. This behavior was condoned by a supervisor as “boys will be boys” but that thinking only applied to the “good old boys network”. Those porn addicted investigators are now supervisors and commanders.

    They have released one CHiP’s name, do not know if they have released the names of others-have they?…, do not know if they have or not but it won’t matter if they are criminally charged or not, they will get what is known as a “Brady Letter” put into their jacket, named after the landmark discovery ruling in criminal cases Brady v Maryland (yet routinely violated on daily basis by prosecuting attorneys all across the nation and especially in the Western United States- an epidemic of Brady violations). Once a Brady Letter goes in it will force the DDA to release this information in all criminal cases where these CHiP’s are/were involved in in any manner whatsoever. Eve past cases. It is the kiss of death for a Peace Officer to receive a Brady Letter. Even if these CHiP’s did not get a Brady Letter in their jacket from the CHP, the Pubic Defenders have their OWN Brady File, and would destroy them on cross exam in any kind of criminal case they were involved in and had to prove up in court. So they are essentially no useless as sworn peace Officers (at least for someone who contests any citation or charge they issue or are involved with). It is really grounds for firing the CHiP’s, it is such unbecoming conduct and so tarnishes LE in the eyes of the public that anything short of termination makes it look like the Brass is covering for them and that will erode public confidence in the SHP exponentially.

      So what if they get a stinkin’ Brady Letter in their file. They get assigned to a desk job in the department at the same pay (or more) where no court testimony is required. Anybody with a Brady Letter should get fired on the spot and never hired again by any law enforcement agency. If there was any justice whatsoever in the LE industry all those cops who participated in the beating death of Kelly Thomas should have been banished from law enforcement. Oh, and the Santa Ana cops got caught beating some kid named Edward Vargas on video tape and the FBI concluded in their investigation that all those cops (I think there were 5 or 6) committed felony assault crimes. Of course the Santa Ana PD had been defending their own the whole time even though the whole thing was filmed. And they can’t understand why they don’t get any respect from the public!!! HAH! 😀 How can you respect those who are paid big bucks to fight crime when they themselves are criminals and all their brothers in blue defend them??? No wonder people show up the the city council meetings wearing “F The Police” caps!!! HAH! I don’t blame them!!! 😀

Construction workers, cab drivers, fishermen, lumberjacks, divorce attorneys, bill collectors, etc… Cops aren’t even listed on the top 10 most dangerous jobs in America. The difference is when a cop gets killed everybody knows about it. When a construction worker gets killed it’s back page news. And, per capita, many more construction workers get killed on the job than cops. So let’s stick with the facts. But we know you public safety folks always come to each others defense, right or wrong. That’s why I take what you say with a grain of salt. 😉

          I don’t care how you honor your fallen – just don’t block traffic so it takes me an extra 2 hours to get where I’m going. Besides, you’re no cop. The cops that got killed by the illegal in Sacramento County aren’t ‘your’ fallen. I can’t rememember the last time a FF got killed in the line of duty in LA. Fires are so far and few inbetween I don’t even know why you call yourselves ‘firefighers’. You probably haven’t seen a fire in months. It’s more dangerous to go to a Dodgers game than it is to be a firefigher. 🙂

And I agree with you about the name FIREFIGHTER, it can be very misleading since we do so much more now days. Heck, I can’t think of one situation or type of emergency we are not involved in! I once read that being firefighter alone qualifies for over 20 different types of job classifications. It’s a good thing we are so heavily regulated by OSHA, train the way we do, and have the protective equipment we do or we would be killed on a daily basis.

    Stockton will be in financial crisis unable to pay its bill within 5 years, probably sooner. The judge ruled on the plan, not the people.The city government is totally corrupt.
